A University of the Free State lecturer has been fined R300 for resting his elbow on the windowsill of his bakkie while driving on the N1 highway near Bloemfontein.
Volksblad reported on Thursday that Antonie Pool, 33, was pulled over on a blazing hot day and fined for having his arm out of the open window the vehicle, which was not air-conditioned.
Pool said two officers inspected his bakkie for faults, but found nothing wrong.
“After their inspection yielded nothing, one of the officers said he was going to fine me for having my arm out of the car.
“I tried to explain that it was hot and I had no air-conditioning, but he didn’t want to know,” said Pool.
“His colleague asked him if he was really going to write the ticket.”
A spokesperson for the transport department told Volksblad that the officers had acted within the law, as the Road Traffic Act of 1996 states that no body part of a driver or passenger may protrude from a vehicle. [Story from Media 24]

Regulation 308 : Reg 308. (1) No person driving or having a vehicle on a public road shall—
(i) allow any portion of his or her body to protrude beyond such vehicle while it is in motion on such road except for the purpose of giving any hand signal which he or she is required or authorised to give in terms of these regulations or unless he or she is engaged in examining or testing or parking such vehicle;
